Electronic recording becomes mandatory in Spain on 1 January 2027 — — days to go Check if it affects you →

CAP penalties for not keeping the logbook

By Marco Antonio Oltra — over 30 years in agronomy

What is at stake is not a fixed fine

Failing to meet the Spanish record-keeping obligations can mean losing between 3% and 100% of your CAP payments. In other words: it is not a set penalty, it is a percentage of your subsidy that depends on how serious the breach is and whether it is repeated.

When the risk starts

  • 1 Sept 2026: fertilisation plan mandatory.
  • 1 Jan 2027: electronic recording of plant protection treatments.
  • 1 Jan 2028: full digital logbook for holdings over the thresholds (30 ha of total area, rainfed plus irrigated added together; 5 ha irrigated; or 0.1 ha of greenhouse).

From each of those dates, an inspection can check that you are keeping it properly.

Why paper and spreadsheets leave you exposed

  • Paper, or not keeping it current: high risk. Hard to reconstruct when an inspector asks.
  • A spreadsheet: guarantees neither the official format nor the traceability required.
  • Software: check whether it gives you the agronomic calculations as well as the record-keeping, or only does the bare minimum.
